A STATEMENT BY CARL A. LEAS, ERIE COUNTY SCOPE CHAIRMAN: Yesterday, August 30th 2017, the Treasurer/Membership Chairman of ERIE County SCOPE received a communication regarding the membership of Rus Thompson, an annual Erie County SCOPE member, from SCOPE President Timothy Andrews, as follows:
“After due consideration it has been decided that we will decline Mr. Thompson's application for membership. Please refund his application fee out of your treasury or if you prefer forward the check to Sue and she can make the refund. Thank you. Tim Andrews”
Rus Thompson is a long time, very active SCOPE member and has done a great deal in political action and organization of rallies in Western New York and the Southern Tier against NYSAFE. He recently renewed his SCOPE membership and the payment was apparently intercepted by the SCOPE President and the above message was sent. SCOPE has never voted on original membership applications or membership renewals. This has been long standing past practice. There are currently “membership retention” people assigned to contacting members who have been inactive and/or who have dues payable. They are routinely updated without vote or review.
Rus Thompson recently spoke out at a meeting of Erie County SCOPE where a vote of “no confidence” was held and carried by a 60 to 6 decision against Board Chairman/Director Don Hey. He was also critical of SCOPE President Tim Andrews for shutting down the SCOPE statewide Facebook page, and authorizing selective deletions of comments and blocking of SCOPE members from the page.
Unilateral denial of a membership application or renewal by the SCOPE President is not provided for in the Bylaws of SCOPENY.ORG It is the position of Erie County SCOPE that Rus Thompson is, has been, and remains a member of Erie County SCOPE, and any attempt at terminating his membership must be conducted according to the rules and procedures outlined in the Bylaws.
I have sent a communication to SCOPE President Tim Andrews expressing my disappointment in his selective and secretive actions, and my insistence that long standing practices regarding membership and procedures in SCOPE Bylaws be followed.
Erie County SCOPE will not stand by and allow members who disagree with leadership decisions to be silenced and removed at the whim of highly questionable and out of order leadership decisions by persons who are the object of that criticism.

Paul Rusin Sorry, I don't know how many different ways I can say it, but if the people of SCOPE wish to right the ship, they must become more involved, run for offices, be active, vocal, and take over. Otherwise, you're just tilting at windmills, and the same people become renewed players. The same ole same ole, continues.

Many who know me, know I am not one to jump to conclusions. I don’t listen to rhetoric and call out that which is unproven as often as I call out that which is false.
This is why I am so perplexed by S.C.O.P.E.’s latest decision to deny Rus Thompson admittance into the organization.
Seriously?
This is either massive stupidity or sabotage.
Why would an organization choose to deny membership to a man who has done more to bring the ridiculousness of the “SAFE” Act to those who wouldn’t normally hear it? Remember the rally in Niagara Square? That rally didn’t happen without Rus, Nick Orticelli and Joe Mesler.
Not sure, but I don’t believe either Hey or Andrews had a hand in that event.
Is it stupidity? Hopefully.
Is it sabotage? Possibly.
I cannot say it’s sabotage as I don’t have undeniable proof Hey and Andrews are trying to take SCOPE down.
I can say, however, it’s ridiculously stupid.
Either way, these men need to step down. The state organization should do whatever they need to in order to do it.
It’s ridiculous and membership will suffer.
Quite honestly, if I was either man, I’d have stepped down much earlier.
So, we need to start asking the state organization the question.
Why are they still allowed to continue either their incompetent management or their obvious subversion?

Still banned from scope inc. Facebook page. According to Tim Andrews, there was supposed to be a warning before being banned. Except I didn't say anything offensive or inappropriate. Now Tim Andrews and Don Hey have kicked Rus Thompson out of scope completely. Who the hell do you think you are? I demand you both resign and turn over control of the Scope inc. facebook page to a neutral party since Tom DeBritta is acting like a child and trying to censor the voices of the membership.
